flaviorodrigues , i'm not sure of Portugal's power socket voltage and frequency. But you should be able to charge your player fully using the USB ports irregardless of the power supply voltage & frequency.
From the looks of it, it seems that your battery is damaged/old and does not hold its charge well. It's either you contact your seller for replacement, or purchase a replacement battery and change it yourself.
