there is 16fps in amv convert tool 4.09
any way i made 208x176 @14 fps using this:

i didn't changed size, just fps in this "super tool"
first i was looking 16fps at my size and next 10 fps -4.09 gives an solution high (16fps) or low(10fps) at this size - in "super tool" i get two values - 4 integer bytes, and i changed both for 14 fps, next u need to press convert button only and thats all
