ralphthecat , it's seems kinda weird. But what i'll suggest is that you contact the Canadian Customs and ask them for the reason for returning the package. The customs usually would contact the addressee first before doing anything to incoming packages.

It doesn't make sense, if the postage was insufficient, they would collect the excess from you. If it needed taxes to be paid, they would again collect it from you.

So contact your customs service and verify what is happening.
