I use aviconverter v3.0 and it converts to 24fps.

Then I use IMTOO GP3 video converter on the video I converted with Aviconverter (for those few movies that get out of sync) and it works perfect. The howto for the IMTOO or Xilisoft video (they are clones) converter is here
