I'm not sure if you can convert FLV directly to SMV but you can convert AVI, MPG etc to SMV using SMV Video Converter.

So i figure you need something to convert FLV.
Audio/Video to Exe can convert FLV to most other formats. You can get a free version here > http://www.f2ko.de/English/a2e/a2e.html
