I will tell you my story, I bought 7 players from one Ebay seller. I never got the players, and opened a case with PayPal. It took PayPal 2 MONTHS !!! to make a decision, during those 2 months the seller drained his account and disappeared. Result, I lost 100% of my money.
Or, second scenario, and this maybe happened really: I open a claim with PayPal. PayPal blocks the money on the sellers account. PayPal waits 2 months. They tell the seller they made a decision in my favour. PayPal keeps the money. They tell me there is no money on the sellers account.
PayPal only TELLS there is no money anymore, but never delivers proof of that. They can tell anything they want. Anyway, the decision should not be made by PayPal because they are a part of the case and also judge.
