I dont quite understand your examples????
You use me telling people how I got a £13 partial refund as me comitting fraud,
I accsept that you got a hacked player and you are angry at the seller for frauding you , But that does not approve for you to do the same back.
If your brother was killed , Should you kill the guy back??? Id think not seeing as its the wrong thing to do and "Normally" the justice system will come into place , IE paypal protection , In the right conditions that level up. If your brother has had a bad life and done alot to annoy people , Then there is justification for his death but not enough to not accuse and commit someone.
The situations are very similar , You misunderstand my point ,

Not true , PayPal has to attention to the sellers balance , They use debt collecters known as NCO , working on a comission basis , Although they are only allowed to pursuade you they do often threatan people about there debt.
