All chipods loads onto your computer directly as a removable drive. Which is a great advantage that i personally like over using some sync software like itunes.
For the mp4 format, unfortunately most chipods are unable to read it. However, some other chipsets like Sunplus are able to.
Voice recording and playback are available on all chipods.
Charging is done via USB, or an external AC adaptor (though not always recommended).
These chipods are relatively lightweight as compared to players which uses a micro hard drive.

Pretty much all the players on uxcell.com are able to provide the requirements you want. At a budget of $100, you might also want to take a look at the Rockchip based players which offers better video quality and overall reliability.
