Did you tried this values ?
Video:
bitrate: 300 or 350 or 400
fps: 24 for NTSC-Source or 20fps for PAL-Source
Audio:
bitrate: 96 or 112 or 128
kHz: 44
Codec: mpg2
Channels: Stereo (not joined)
