Try using a DIFFERENT USB cable instead and see if that helps.

Have you also tried charging it from both the computer and the wall?

If those all fail, and it seems to be a problem with the battery or the connection on the battery that the charge is not getting into the battery. It's powering the power when plugged in but the connection on the battery is either faulty of loose so not getting charged up.
