Some questions:
1. What screen size is your player? This is important as the Rockchip players need their videos to be in a SPECIFIC width x height resolution for it to play otherwise you will get the "format error" message.
2. Is there anyway you can upgrade your computer from Windows 98 to something else? You'll find a lot of the software will not support Windows 98 now so I would highly recommend you upgrade it, to at least Windows XP if you can.
3. Does your player come with a SAMPLE VIDEO file? If so, can you post the details of that?
Another thing is, viDrop (can be downloaded from this site) should be able to do the trick for you in converting the video but it depends on your screen size and you have to get the correct settings.
