Anything higher than 98 se is pretty much a huge vulnerability to people that don't know how to turn off raw sockets. Don't trust or use windows firewalls, i have my own i prefer to use that wont work with xp. I have software that is old and want to keep using it. Xp is so slow and a memory hog. Too many bells and whistles for me. There are a few reasons listed. LoL.
Many don't know but through raw sockets not only can a virus trash your system it can modify your bios, overclock/overvolt the cpu and burn it up. Do a serious reverse ping on the HD moving the splitting the boot sectors and moving half to the back end of the drive. There is no way to recover or reclaim any data lost from this. I will stick with outdated 98. I do use Ubantu also. I may have to try finding the converters for that maybe.
I will use another hard drive on one of my other older systems and install the encoder if i exhaust all other means as stated. I wont hook that one up to the net.
I can pretty much do everything with 98 with a little push and pull here and there.
I have the encoders and codecs that are required. It is a matter of getting the settings right.

I am trying to figure out how to incorporate the settings in the ini file in aviencoder folder with mencoder to get the same results from the presets.
