hotboxx - this is not always true. This probably will only happen if you request a FULL refund. I myself have opened three disputes - two requesting partial refunds and one a full refund. The first two went smoothly and I got my partial refund after upgrading to a claim, because the seller knew i meant business. The full refund, sadly, didn't go so well. Paypal found in my favor (because I had never received the item and the seller refused to respond to the claim), but since the seller had already emptied her account, I got nada. Oh well, $15 lost and a lesson learned. Never again will I deal with people with less than 20 feedback.
Anyway, the point I wanted to make is sometimes paypal extorts money out of you and sometimes they don't. It's a case-by-case scenario. My advice, barnsleyfan: If you don't get the item in the specified time or if you do get it and it turns out to be hacked, open a dispute right away requesting a partial refund of what seems fair to you. If the seller doesn't respond or refuses to meet your request, upscale to a claim in 5 days. Then it's up to paypal to decide. Hopefully they decide in your favor.
