Bought 16GB player, reformatted, still says 15.9 GB??

I recently bought a 16gb player from Hong Kong, for a very low price. I knew it would be a hacked player.
I've accidentally ended up with one before, found this site, and have the "how to fix a hacked player" post bookmarked.
So I figured a mp3/mp4 player with video (even if it's 1 or 2 gig) is worth the $10 or less I would pay.
So I scooped this one up, thinking, no big deal, I'll just follow the steps and reformat it to reveal the true memory, and have myself an okay player for under $10.

Well I followed all the steps to reveal the true memory (as I have done once in the past for another player), and it still says 15.9 gb....

I haven't added any files to the player, do I have to do that before it will show the true memory?
I know there's no way in hell it's actually a 16gig, so what do you guys think?
Why isn't the reformatting showing the true memory?

Edit: I suppose I should include this information I got from the "Firmware Version" page on the player:
MP3 PLAYER
XTD_1025_K9GAG
2009-02-28
9.1.54
2005-01-09

Also, I used Mp3 player utilities 3.68 disk tool I had previously downloaded after reading the "How to fix a hacked player" thread. And Windows reformat.

Take a look at an alternative "Removing Memory Hack" and see if this works for you or not. Look forward to hearing from you.
