Use amv utilities version 4.0. Make sure that in the amvtransform.ini file the chiptype is set to 1. You will have the option of 128X128 or 160X120 and no option for fps, it is locked in at 16fps (which is what you want)

[Option]
TitleInfoCount=4
DebugInfoCount=29
UIInfoCount=100
VIDEOWH=255
VIDEOFRAME=3
MTVFILEEXTEND=amv
EXEPLAYER=1
WAITTYPE=0
MEMSIZE=30000000
DISKSIZE=1600000000
BMPADJUST=0
CHIPTYPE=1
VIDEOSIZE=96X64(8;10;12),128X96(8;10;12),128X128(8 ;10;12)
